"Leave a Response" Broken

I'm trying to get comments/responses working on the Clarion theme, but they don't appear to be doing anything.
At the bottom of my blog posts, the following appears, "This entry was posted on Monday, December 30th, 2013 at 4:26 pm and is filed under Blog. You can follow any responses to this entry through the RSS 2.0 feed. You can leave a response, or trackback from your own site."
When I hover over "leave a response", I can see that it is linking to .../#respond, but clicking this doesn't bring up a comment dialogue.
Here is a sample blog post. Any assistance would be wonderful - thanks!

- I'd love to, CDavis, but my membership just expired. This doesn't seem like a theme specific issue to me, and I really just need to figure out if Rocket Themes is going to even function for something simple like comments.

- Thank you. I believe I sent it, but it's still showing as "Outbox" and not "Sent".

- "Outbox (1)" means the same as "Unread by the recipient" in phpBB3.
- Please reply with a direct link to the issue & create a new thread for each new issue.
