Converting PSD to HTML/CSS vs Template Theme is it worth it?

Ok, so here is a new one. I have a friend that went on Freelancer.com and did a contest for a website design. He thought the contest was for someone who was going to submit and complete a website for him... I barely think he was being honest about that.
In any event, the contest was won by someone who told him that he could take the design and convert it over to HTML. i.e. PSD to HTML/CSS...
My argument, without really having prior knowledge or a basis to go by, was that if you know html and css why would you need to start off with PSD? Furthermore, when you talk about using a CMS like Wordpress or Joomla really what is the point? You can find a theme that you like and just go from there and edit it how you want it. There are so many theme's it is ridiculous.
What do you guys feel or think about this? Is it worth it at all to "PSD" to HTML or is this becomming an ever so obsolete practice?
I would think, IMHO that with web design getting simpler and more clean in appearance this even becomes more of an obsolete point.
PS will always be king for graphic design but PSD to HTML has to be on its way out no?

It is worth if you want completely new and unique design that no one else have in the world
If you are good enough you can take for example, basic Gantry template and create a completely new template out of it. PSD design in this case will help you to have some guidelines what needs to be done and how exactly should it look in the end
I work about 20 years as a designer now ... I never found two guys working the same way.
Find your own workflow that you feel you comfortable with but never stop experimenting never stop learning ...

ok the part that is a little bit confusing but seems like it would be awesome to fully understand is how gantry will help in making a theme from Photoshop.
I get that gantry is sort of a set of instructions that will keep a web site consistent for various parts of joomla... showcase, modules etc.
what I don't get is how does gantry move the components of joomla around.
for example if I want a menu to be in a 1200px grid can gantry define that? if I want the showcase to be A B C on each on top of the other with a 1200px grid can gantry define that?
I guess in other words I am saying does gantry take joomla and or WP and put the modules and positions where you want them?
How about responsiveness and media queries. Will gantry handle this?
Lastly, maybe this is just crazy but isn't using a template just easier? Meaning easier to find a basis and then edit it and override it.
Can anyone show me work they have done with Gantry and it is their template/styling.
This is very interesting.
A lot of people that are calling for Web Design jobs now are stating they want the user to know Gantry. They don't even know Rockttheme when I ask them. they look at me like huh?

... Gantry will not help in making a theme from Photoshop.
For the other questions .. check Igor's link.
Of course just editing a template is easier to start if the final result is close to what the template already looks like.
Wich way you go depends on your aspiration as a designer creating unique sites and skills.
If you want to modify a template ... don't start with Photoshop ... just start writing code.
If you want to design something completely new ... I would suggest to create a design first.

Thanks henning... That makes sense what you're saying. However, what I meant by when asking about PS and Gantry is that wouldn't it be easier to go from a PS designed mockup to a Gantry frame work? Meaning make the mock up and then set the gantry parameters to display the components where and then add the styling, perhaps using a converted psd layer to html via one of igor's links and then add that to the site... all bundled together by Gantry.
