Could you please post a URL to your site (this can be done in the secure area tab if you prefer) so we can look for you. Without a link to page where the problem is on your site it is quite hard for us to provide the best solution due to so many variables. We try to provide file names and line numbers for code changes and if changes have already been made then our advice may be incorrect.
Try keying in the direct url to your favicon into your browser to force it to nitice the change as it may well have cached and "old" favicon.

I did what you suggested by linking directly to the favicon.ico. It worked. But when I return to the URL at publicbankingpa.com, there is NO favicon now. Not even the stock one. On refresh, the stock blue checkboard is back.

I used one of those generators. When I used this url: publicbankingpa.com/templates/rt_hadron/favicon.ico - it worked. Then when i refreshed just the publicbankingpa.com, I saw the blank like you described. Then on a second refresh, the old blue checker board appeared again.

no. it's the folder that contains joomla (the one with administrator, cache, cli, components, images, etc etc) I.e. where you installed joomla.
