This Joomla instruction had me put the favicon into the template folder. That didn't work either.

please put admin login and ftp login details in secure tab so i can look for you.

Your favicon is working fine.
If it's not for your then key in url to favicon file in your joomla root - in your browser - then it should be good for you also.

I changed nothing - it was working when I looked - you just needed to use joomla root and clear server/browser cache.
