    • Ok I found the problem

      It is the new version of ConfigServer Firewall.
      It has a new feature that blocks any IP from all access to the main server for 10 minutes if the program (Joolma in this case) takes loger than a set time to respond.

      Change can be made through WHM > Plugins > ConfigServer Firewall > Firewall Configuration

      From the ConfigServer Forum....

      CT_LIMIT changed from 0 to 200
      You should increase CT_LIMIT to a level where you no longer get false-positives.
