Should there be more backwards compatibility?

I am in the process of building a new site running joomla 3.5.1 and using the photon template. For kicks, I wanted to see the site when viewed from IE8 on windows xp. As expected, it looked terribly and many features didn't work. IE8 is old so I wasn't shocked. This made me look at template details, and I found that Chrome 44+ was supported. V44 was released in mid 2015 - That is the MINIMUM RECOMENDED browser for this template??? It is great to have new templates every month, but why bother if only a small percentage of the population will be able to view your site as intended.
I'm not just here to talk trash or hate on RT... I'm honestly curious what others think of this situation and how they handle? If I can become proficient enough, I'd love to start building websites for small local businesses. Do I offer the latest themes that few will be able to enjoy, or miss out on new features and use ancient templates that work for everyone. I'd like to hear from on others to see where they land (how new of template to use or how old of browser to worry about).
I'm not saying XP and IE8 should be supported, but do we just write off that 6% (give or take) of the internet surfing population?

... most of which is presumably chrome, mozilla, and ie9
Chrome 44+ is recommended largely for Android support as it was a major bug fix release along with introducing swipe navigation/touch events for the first time... but desktop wise you'll find everything works well in older versions of Chrome. Chrome was also the first browser to auto-update... it's default setting is to automatically install new updates and the majority of Chrome users are always on the latest version.
Personally I take a rather hard line with my clients on technology support... maybe I should be nicer
but there's a reason Google, Apple, Mozilla, and Microsoft release new browser versions and if the client wants their website to look the best on the vast majority of devices then their website needs current/modern code that in some instances may only be supported on modern browsers.
