Cannot change text in offline outline (Citadel and Callisto templates)

Hi,
From reading the online documentation and some posts in the forum, I understand that there are two main ways of changing the Offline systems outline: a) by adding/deleting/moving particles in the layout and b) by using language overrides. I have tried the latter to change the wording of "This site is down for maintenance. Please check back again soon." by changing the value of the JOFFLINE_MESSAGE constant for both of the content languages (English and German), but even after clearing the cache in 3 places (browser, system menu options and on the language override page), the mentioned text does not change in either languages in the offline message that is displayed in the front end. What am I doing wrong?
I'll appreciate any help.
EDIT: I'm using J 3.6.5 with PHP 7.0 Gantry 5.4.10, Citadel 1.1.2 and Callisto 1.3.6
EDIT: I also understand that, as a system outline, the Offline outline is the same for all languages and that therefore any text should be included in the outline only in the form of modules, which can be configured to display the text in the relevant language. However, this still leaves me with the question where the above-mentioned strings in German and English for the constant JOFFLINE_MESSAGE are displayed... The login form in the Offline Outline is displayed correctly in German, although the Login Form module exists only for language="All"... is automatically the German version of that module used because that is the default language? - Last Edit: 8 years 1 month ago by Carl L..

Try changing the text in
system > global configuration > site > site settings > Offline Message -

If a thread is solved please edit your *original/first* post and place "[SOLVED]" (no quotes; but you do need the brackets) at the beginning of your post title. Changing the post icon to the Solved Checkmark is helpful too.
