If you mean just a regular module with HTML in it, not sure.
If that's all you need, just create an uncategorized article and build a link to it. It will pull it only that article up as a static page.

Well, if you look under modules you can install, there's one that says custom html module. I'd like to be able to link to that off the menu. (I know how to create a menu item to a static content article, or any article for that matter)
I'd also like to be able to link to an article from within an article, the same goes for the custom html module. I'd like to be able to link to a custom html module from within a custom html module or article.
How can I go about finding the internal url that I need to link to?
How can I add a menu item that links to above items?
