Help with a re-install of joomla

Hello there,
I am tryin gto reinstall joomla as I think my initial install was corrupted.
I am surprised that there is so little documentation about this.
Anway I have exported the existing database.
I have uploading the new files of joomla.
When I uncheck "Drop Existing tables"
It doesn't recognise this because the next step says that the tables already exist. Of course they exist!! I imported my new data into the new database!
Are you supposed to use a blank database, then go to phpMyAdmin and upload the new database?
Will joomla be able to detect the new tables.
Its seems I am missing something
can anyone please help - or point me in the direction of some information about this.

Its what I do,, but thats just me
fresh install then import the DB that had been exported from the old install.

So how do you install a blank database?
When you go through the installation process it asks if you want to drop tables or install sample data, but no matter what I do I can't install my old database in phpMyAdmin. It keeps telling me that the tables already exist. I am totally missing something here and its driving me mad!!
What am I missing?
Any help would be greately appreciated.

This is what I have tried:
I tried loading up the old database first, then instructing the install to not install any new data....didn't work
I tired loading up joomla with no sample data, then tried to import the old database in phpMyAdmin - tables already exist - didn't work.
