Installing in a language other than English

I'm planning to make a site in Japanese, managing the back end in English.
I want to use the RocketLauncher when I install the template and I'm looking for some advice.
Which would be the best way to install.
A) Install the template in English, then add the Japanese language pack for the front end.
Install the templage in Japanese, then add the Englsih language pack for the back end.

FYI,
I did - A) Installed the template in English, then added the Japanese language pack for the front end.
The only thing that seems to be missing so far were the language/pdf_font files, which are not supplied in the language packs.
The only way to get them was to DL a copy of the Japanese J1.5, extract it, and upload them.
