is the RocketLauncher and needs to be installed as a fresh install of Joomla - not via the backend. the RocketLauncher pack included the dark tempalte version so that is all you need to install
unpack Joomla_RT_TerranTribune_j15 to wherever you want the site to be and then go to yoursite.com/install and follow the instructions. when you get to install sample date - install it (that will then load the demo site and the dark template version)
i have a mysql server with joomla 1.5.7, do i have to use rocketlauncher or can i upload the template using the install template feature in the joomla admin?
just tried to install rt_terrantribune_j15 (which i think is the template file)
came back with error and said

can i ask how you installed joomla in the first instance? was it through fantastico or something - if it was that could be the issue. i think the best thing for you to do would be to do a fresh install using the rocketlauncher including the template file, it only takes 5 minutes and it will get it all done for you
there are different ways on how to install a new template in joomla 1.5
when you login into admin area and go to installers like damo mentioned, you can choose one of 3 options:
1. upload package file: you can upload the template package file directly from your own computer.
2. install from a directory: requires upload to your server first
3. install from url: uploading from a remote server
i always go for the first option, it is the easiest and most reliable in my opinion
i believe you tried option2, so try the first one and see if it works.
i have done that several times on sites that had been installed using fantastico and never had a problem.
There are two possibilities folder/file permission or wrong file path.
During Joomla installation did you enable FTP option if so double check make sure you have correct path, in your link I see you have Joomla in capital letter unless you actually have the folder in capital letter change it to small cap, if that is not the case than you don't have correct permissions use a FTP program or if you have shell access change permissions to check for permissions in your site admin go to Help -> Info -> Directory Permissions
