I currently have Joomla! 1.0.12 with Vortex theme. I want to upgrade Joomla to 1.5 and use the new Mixxmag theme. Should I just upload the new version of Joomla on my existing site or should I make a new site elsewhere then switch them out?
Also, if it is better just to upgrade my existing site, where can I post asking for help having someone do this?

I kind of answered myself here, 10 minutes later. I have decided to do a new install of Joomla with mixxmag demo content and then I can transfer the site when I am done. However, I would like to find someone who can install this for me. Is there a help section I can't find here?

My advice and the way we did the RTv2 conversion was to start over and port over your content one bit at a time. This is time consuming, but you can create a better site in the process.
Regarding starting fresh with Mixxmag, use the RocketLauncher, it installs just like a regular joomla install. There are tutorials on how to d this in the Tutorials section:
