I understand you want to accept article submissions without users first signing up. However, for many reasons; number one being security, I would not suggest that you do this.
So, let us consider we are now talking about registered users.
In your user setup you can issue permissions for your users. With articles they can submit and suggest articles from the front-end. But they will not be published until you approve it, and publish it if you have not first given them permissions to do so.
Other than a direct user / article method just discussed, you could setup a more elaborate community site, where again you would do the same, set permissions for your users.
Let us use RT as an example. Here I can reply to your post. I can even edit the post. But once published I cannot move it to a different category, nor can I delete it. Someone at a higher level than myself would be the only user able to do that.
Permissions for other things work the same... Hope this helps.
Yes, as you said, I wanted to create an article website. But unitill i set permission, They can submit and as soon as they submitted It will be published. I hope you can understand, that when they sign-up I may not be in online so that the article may goes live without makeing permission. That is the issue.
