xml version 1.0 encoding=iso-8859-1 can i delete it

Hi just looking for some clarification on an edit i have had to do on a templete - md-openoffice. I installed simple image gallery plugin and was having issues in IE6 the plugin author said all I need to do is delete this line in my template.
<?xml version="1.0" encoding="iso-8859-1"?>
"This sends IE in "quirks" mode, which means that IE misbehaves!! Delete it, it doesn't do anything!"
so i commented it out and the plugin functions, but I am concerned removing the line may present issues in the future. Any thoughts on this?
