how to give a discription to links?

I am not sure if i am calling this or asking this the correct way, so please forgive me... But what think i am trying to do is add tags to my links, so when the mouse hovers over them a tan rectangle shows up with a a description i want this for my menu's most specifically. See an example of what i mean at

when you hover your mouse over the four images you see a description "online marketing company" "web company" so on and so fourth, but I want that same feature so to speak when some one hovers over a link, like on the side bar or top bar?

hi george,
i might be wrong, but i assume that this will only work if the link is inside an article. then you would just insert this code into the article text.
i dont think this will be working for a menu item link or a link inside the joomla weblinks component.
