I was a subscriber to RT. However due to budget constraints I did not renew my membership. Additionally it felt like paying twice as the man who handles the content on our site currently holds a membership.
I would like to know what the odds are of getting access to the Market Place board are. I have a request for a custom SMF theme that I would like to take bids for.

Edit: I just checked and I have 48 dollars in my account that isn't budgeted for the week. If I were to subscribe to the phpbb3 side would I get access to the market place? And since I'm in a cheeky mood, any chance you'll give me a year worth of access for the last 48 dollars my unemployed butt has this month?

Basically.....
"The Marketplace is a place for ALL RocketTheme members to post their requests for services, however only Developer level members can reply to posts made here."
So if you have a request, i.e., you want to pay someone to do work for you, you can post there.
If you want to bid on work posted there, you have to be a Developer to do so.
As moderators, that's about the best answer we can give you.
Beyond that, I suggest you contact support directly.
