- What features or content should be included in a web site for a web developer? Obviously a Portfolio is a necessary, but what else? Any Ideas? Specific Components?

As far as a login or forum, it all depends what type of content you have.
Do you want to have content that only registered uses can see?
Do you want to have users register so you can build a mailing list?
Do you need a forum for a specific service, i.e., support, or do you want members to have a place for general chat?
For questions and answers, you can use a standard FAQ page, or if you want to get fancy, use something like this:

Another great place to start is to learn from those who do! Meaning those who have experience.
Since you are a "Developer Member," you can go to your Control panel and select "User Groups." There you will find developers just like yourself, who often link to their sites. Since they too are not only members of RT but Joomla! users I would think their sites would be an excellent reference.
