A question about template use

I joined up a few days back and downloaded a template. I am suffering going through the horrid Joomla learning curve while starting to build a regional info/business/classifieds... site using this stuff.
My question is will I be violating the terms if I am using the template on the development and production URL. I do this a lot when getting projects up and running. When the design is tweaked and parts working together the test site will go away.
A problem or not?
