Question about RT specific code.

Hi there
I'm looking for a comprehensive explanation of the RT specific code, It occurs in many modules and looks like this,

It works ok for me as long as I don't customize it too much, in this example the read more buttons are displayed in an article on the front page of meridian, there are not however any "url=" attributes in this example, the buttons roll over well but I cant get them to link to pages.
Question:
Q1: In this example where would the url attribute be placed in the code?
Q2: Is this code RT specific or joomla specific?
Q3: Is there somewhere I can go to see break down or attribute list so I can create my own customizations? - Always post a link to your site when asking Questions!
