I'm "finishing" a SolarSentinel site that another developer abandoned halfway through. We've got a guy that the client is trying to sell on buying ad space, but he insists on viewing the site with his favorites pane covering half the screen, and therefore can't see the whole site without scrolling. (Don't ask me to explain this!) Problem is, there are no horizontal scroll bars, I'm assuming because of the CSS layout. Any way to get the scroll bar to show up when a user's browser is too narrow?
When he zooms in the bar in the browser window should preview. A scroll bar in the website is shown when the content expands outside of the content area. Two different things.
Ask him to zoom (on purpose) to force the browser scroll bar to preview.

We are experiencing a problem like this as well. It seems the horizontal scroll bars are just not showing up regardless of the browser width. When wwe reduce the broswer width it shuold eventuially get too narrow for the page and the horizontal bars should appear btu they do not.
