Can someone please tell me what exactly this module or plugin is. I have seen it many times on other sites in similar fashion. I have searched for a couple of hours and can't find any source. Can someone tell me what it is?

This one, as far as I know, is custom to this site. RokIntroScroller can do something like this though if you're a little creative with it. I have a site where images scroll through and each image is a RokBox link with more info.

The big question is always "why doesn't rockettheme release this if it's already built?", and the answer is that these are custom built for this particular site and also using a different version of MooTools. It's also tougher to make an installable generic extension that can be used in any situation.
