Something different with Cache?

Somehow I am seeing something different specific to 1.5. I am still setting up my site - and I am enabling and disabling modules, moving them, etc. I never am able to see the changes in the frontend right away unless I do a Cache clean. I have turned off Cache in my global conf but unless I clear the cache EVERYTIME, I cannot see the new site. Don't know what is going on. Any advice?

- Have you tried to clear your browser cookies too?

Yes, I did.
The point is not the browser cache. It has done that well before. I think it started after I installed Dominion - UNLESS I clear the cache manually everytime, I cannot see new configurations. This is getting rather frustrating.
