Template not showing up

Hi, I am doing a website for a school through their school host. They manually installed joomla for me because I can not have access to the database. They did not install the sample data for joomla. When I upload the template the background image does not even show. This is the site:
www.northeastern.edu/deltazeta/
Could this be because I need the Joomla sampla data?

It looks like you are having a permissions issue with your joomla!
