How to create Javascript alert message when clicking link

We need an alert message that will come up when someone click's a certain link (an image with a link in this case)
An example of what we need to do for our joomla site is here:
bankfirstatlantic.com/
Go to the bottom and click FDIC - and you will see a java alert message pops up that you must click on before proceeding to their website (there is another image next to it too)
This is exactly what we need to integrate into our template. How do I accomplish this?
