New LocalHost installation with Launcher

- I am a total noob to Joomla and would like some guidance about the best way to go about setting by a local testing environment. I have XAMPP and Joomla 1.5 installed on localhost. I would like to be install one template along with the Launcher for content and modules of the templates. What is the test way to do this? If you have the time, it will be great to get a detailed info about it. Thanks in advance

Create a new folder in htdocs, extract the RL and place the files in the folder, navigate to it and run the install.
(Currently running 50+ installs on my localhost.) - Thanks,
