Fusion Menu Breaks When Site Is Taken Offline...

- When I take my site offline, the fusion menu in phpBB gets messed up. It displays vertical instead of horizontal like it should. I spoke with my Hosting Provider and they said something strange might be occurring during the write process relating to permissions. Has anyone experienced this before? How do I fix it?
