I know that in many towns around the world, there is just one RT member there who uses RT templates and offers web services. Is there any RT member who knows of another RT member in your local area? If so, how do you differentiate yourself from one another?

My question to your question; does it matter in cyberspace? I'm not sure I understand the situation. You build sites and someone close by does the same and you both use RT?

It depends on your business. If you are a shop of some kinds within an area, so your competitors will be other shops. So the website would be the determinant between the 2 shops, if you wanted to shop there.

Actually, I should broaden that question to Joomla sites, rather than just RT.
When I lived in San Diego, there didn't seem to be anyone in that town that offered web services that used Joomla. There may have been some individuals, but no one marketing a Joomla solution there. In the cyber world it probably doesn't matter. Just wondering if there being more than one locally would create issues or opportunities.

- Although they might not be local designers, I am seeing a lot more Joomla sites appear. From the www.celticsblog.com to Golf courses near my house in New Hampshire. Looks like Joomla is gaining traction to me.

If you search around there's people who specialize in Joomla hosting, in a turn-key solution. They load it, logo it, then give you the keys and a readme. Of course, support is available for a small fee.
I was actually thinking of something like this myself.
