Need help - error - failed to copy to public_html/language/

When I install breezing forms or DF contact, the installation is successful, but it produces an error message "failed to copy file to public_html/language/en-GB/en-GB.com_facileforms.ini"
The component gets installed but the text on the backend is all weird - as if the english translation is not happening or something. pls see the screenshot.
I uninstalled the component, changed permissions from 755 to 777 and still get similar error. I manually copied this file to that folder and tried installing via the tmp folder directly, still same error.
I got the same problem installing DF Contact as well. Not sure what the issue is. Any help will be GREATLY appreciated. I am totally stumped on this one.
Using Joomla 1.5,15, versitality III template.

Yes language folder is 777 and en-GB folder under language folder is 777 also. - Recent Sites:
