How to Enable Shortest SEF URLs?

I'd like to know how to trim the fat from my URLs. Currently, they appear like this:
site.com/world-mainmenu-26/41-rotator-ne...marriage-author.html
I'd like the URL to appear like this:
site.com/world/ithaca-college-same-sex
Is there any way of easily (IE not having to get into the guts of Joomla) or inexpensively (IE not spending $100 for a third-party extension)? Thanks in advance.

Basic Core SEF:
If joomla is in the root; htdocs, or public_html...
In Global Configurations, Search Engine Friendly URLs Yes, Use Apache mod_rewrite Yes, Add suffix to URLs No.
Change htaccess.txt to .htaccess.
If it’s in a folder, you need to change the # RewriteBase / to reflect the path of your site.
Change:
# RewriteBase /
to:
RewriteBase /(the name of the folder joomla is in)
If that doesn't work, search or post here:
forum.joomla.org/viewforum.php?f=544
