Do I need Developer club to create a client's site?

Hi, I'm a new member on this site and subscribed the cheapest WordPress club (50US$).
A simple question came up;
- Do I need WordPress Developer club to create a client's site?
What a simple question but can't find the clear answer anywhere including terms of service.

One entitlement = one live site.
So if you got one entitlement, you can develop one site for a client or for yourself.

If you joined the WP club and have one entitlement, you can develop / publish one site.
If you need more entitlements, you can purchase them. - Thanks,

But what I meant is CLIENT's site, not mine.
So, even if the site is for client,
all I need is just one normal entitlement from minimum club (50US$), isn't it?
