How do I redesign effectively?

Let's say that I am wanting to redesign a Joomla based RocketTheme website that has many active members. How would I be able to re-design this web site with a newer RocketTheme template without interfering with my users' current layout, but still be able to keep the forums, and all other user submitted content current?

Normally if you want to design a new site you can create a copy of your site and develop it locally, or in a sub folder of your site (applying a new template, or what ever you plan to do) , and when you are finished, just swap the old site with the new one.
The trick is the keeping users and forum posts current when you make the swap....
For example, if it takes you 2 weeks to redo the site, and you get another 50 people signing up on the site, they won't be in the dev site database...
You don't mention what type of forum software you are using, if it's bridged or not, etc... so that may be able to be moved from the old site to the new one no problem.... (maybe - need more info) - Thanks,
