I tested on my Fedora 12 Laptop with the following config with no problem (the one difference being that on the test env i didnt set "Site Offline" to Yes (slapping forhead).
Linux: 2.6.32.11-99.fc12.x86_64
Apache 2.2.14
PHP : 5.3.2
MySQL : 5.1.45
Found this in the PHP error log:
[30-Apr-2010 18:05:48] PHP Warning: PHP Startup: Unable to load dynamic library '/usr/local/lib/php/extensions/no-debug-non-zts-20060613/uploadprogress.so' - /usr/local/lib/php/extensions/no-debug-non-zts-20060613/uploadprogress.so: cannot open shared object file: No such file or directory in Unknown on line 0
This error seems to have been generated by replacing my 1.5.15 .htaccess with the one that came in 1.5.17:
Bluehost has more stringent permissions requirements than my test server (or the upgrade archive for 1.5.17)...once i corrected this everything was back up and running![Fri Apr 30 18:05:56 2010] [warn] RewriteCond: NoCase option for non-regex pattern '-f' is not supported and will be ignored.

- I am not sure about that error though. Could you please help me asking your hosting provider about that error and let me know what they said about that? It seems the error comes from their server which fails to load some php library
