I use phpBB on my sites. If I can set it up and manage it, and teach someone else how to do it, anyone can!! And the RT themes and RokBridge work well for me.
But you will get different recommendations from different people, depending on what features you want and on what you are used to, and on how computer-skilled you are. I'd suggest that you set up a test site, either locally or online, and try a few different forum packages out to find the one that is best for you. You might not like phpBB!
While some may prefer to invest in commercial forum applications, for those that want a free solution, IMHO phpBB3 is top dog.
It's really a personal decision, you have to decide exactly what features you need, can or can't live without and then make a choice.
As John suggested, testing a few different forum packages is your best bet, but keep in mind many or most of the forums related to Joomla run on phpBB3, we do, as well as joomla.org, and almost every other extension provider I can think of.

I assume that you have a working installation of Joomla. If so, then you go to
www.rockettheme.com/extensions-joomla/rokbridge
and download Rokbridge. also, download a copy of phpBB from their website - that way, you are certain of getting the latest version. Read the installation instructions for phpBB and Rokbridge and follow them exactly. It is not a complex procedure, but it is essential that you carry out each step according t the instructions.
If you don' t have a working installation of Joomla, then you'll need to install that first.
