They make a -tiny- impact on performance, but not enough to worry about.
But what they really do is make the designer look unprofessional.
Would you go back to a mechanic who left garbage, used parts and boxes on the floor of your car when you picked it up?
They also make it harder to modify your template later, because you have a lot of unnecessary code clogging things up.
It's looking a lot better. I still think you need to center that back ground image though. If you expand the window, the content moves but the background doesn't.
