Newbie question about Joomla templates and Gantry 5: Is there a generic, no-frills Joomla template available that could be used to create whatever you wanted without having to modify one of the pre-designed template?

Yep Helium on available on the gantry site or even Hydrogen too.

Hydrogen was the first basic theme,helium the second with slightly more particles included, try them.

As a newbie trying to learn how Gantry 5 works, would you recommend that I:
a) Use an existing template to study and learn how everything works, or...
b) Use the Helium template and build a website from the ground up.

It depends - if you start with our commercial templates they contain a lot more particles and a lot of the styling work is done for you. So, yes, using one of those is much easier since you can just edit the content to suit your needs. If you start with the free templates then obviosuly they contain a lot less and you will have to do more yourself and study more of the documentation.
It really depends on your skillset.
