It's obvious now - what I didn't see at first was that the symbols change each time the page is reloaded !

Every possible answer works out to be a mulitple of 9.
Each time the chart resets itself, every mulitple of 9 on the chart has the same symbol, so no matter which two-digit number you choose, the answer will be a multiple of 9 and result in the same symbol.
