Mambot to create Quotes

I would like to be able to add professional comments to articles in quotes.
E.g.
The comment box in this BBC news article, half way down, which says
"We continue to be highly concerned for his safety and are working closely with the Palestinian and British authorities to seek urgent clarification"
news.bbc.co.uk/1/hi/world/middle_east/6558595.stm
I have tried loading several mambots, components but none seem to do it this well.
Does anybody know of anything that does this?

How hard is it to write a mambot to paste some common HTML you use?
I have been searching without success on how to do it. Write mambots that is. I can code but still learning with php

I would still recommend learning the HTML codes - it comes in real handy when new typography comes out or you need to get into the coding to fix a problem that the editor does not do

I haven't played with this - but the output looks like some of the Rockettheme typography.
So the question is can you use this module to insert the correct HTML/Css to get the RT typography included with a template?
