Multiple membership levels?

I need to offer three levels of membership:
1. Public
2. Member level 1
3. Member level 2
Or at least differentiate between them as this site allows access to either Joomla themes, SMF themes or both.
Also included will be SMF and JoomlaHacks bridge which I need to take into account.
How is that accomplished with Joomla please?

I have heard that JACL makes changes to the Joomla core and some users have said it's a major headache when trying to upgrade the various components you may have installed.
Another option might be to use JContentSubscription, where your users can subscribe to specific content on your site.
