Cookie Based Navigation - Site not getting indexed

I just noticed that my website demands the use of cookies therefore it is causing my site not to get indexed because as I understand it, when the searchbot requests a page, the server will try to set a cookie, and the searchbot will not be able to accept it. Since the server won't send the page, so the searchbot won't index it.
What I am not sure is...if it's Simplix, or Joomla, or my web hosting company that has set these cookie based navigation and where I should go to allow my server not to require cookies...or is there a way to find other way to handle whatever we are doing with cookies? Can somebody shed some light?
