Smart Search "Exact Phrase" bug?

This issue was brought up by client recently and the issue is on most of my websites. I don't believe it's an RT issue but I've gotten no response from the forum at joomla.org, so I figured I try here.
When I perform an exact phrase search, using quotes, my site stalls.
The Smart Search component states that "exact phrase" searches are supported, yet as you can on one of my sites, it doesn't work.
Go here dealingwiththeirs.com and type "income tax" in the search box and you'll see what I mean.
I did try a hack that I found on another forum and although it fixed the stall, I got no search results.
This is Joomla 2.5.9 site using an RT template.
I tried it on two different servers and three different web sites and got the same results.

Yeah, I know. I've waited weeks for a response on the Joomla forum and as is all too common, no response.
I'm guilty of turning to my always-responsive RT friends
