Need help with adding new colored section to site

Hi,
I have two Rocket Theme sites. The first was custom deigned for me with me determining the layout and someone else building the site. I am attempting to build the second site on my own using the Simplex Template.
On the first site, at the very top, under the top menu there is a blue section, then a white main body, Under the main body (white section) is a small red divider line with a blue section just below it & above the gray section. I want to duplicate this particular blue section on the second site but don't know how.
On the site I am building, I wanted the look of the darker red border and lighter red section at the top. The only was I have found to get this effect is to use the Latest News & Popular modules. Those modules come with a dark red section at the top and a lighter red section for the Latest News & Popular (2006 General Assembly). That presents a problem. I'd like the effect of the darker red border and the red section without the bullet list items that come with the Latest News and Popular bullet items which I have renamed 2006 General Assembly Session.
Also. towards the bottom of the page where the light blue is with the Rocket Theme logo , I want another blue section similar to the blue section next the bottom of the first site. There's nothing wrong with this bottom blue section except it's the wrong color blue for my client. I want it to be the same blue that's on the first site. I'd also like to have the small line of dark red (like at the top) separating the white main body from this new blue section.
If someone could take a look and let me know how this is accomplished, I would be very grateful. Email me please if you can help and I will provide the name of the sites so you can take a look. I don't really want to post the site names here because they are political websites and I'm using my real name in this forum and prefer this inquiry not show up on the web where my clients can see it.
