User Defined menu system?

- I am considering making a cool little site, that I can't disclose much info about atm. But does anyone know of a menu or system that allows user to make their own menu's for their own login accounts? This would basically consist of linking out to other websites. I would want to put limitations on this of course. But I was just wondering if anyone has seen or used a module/menu system that allows that.
