Commented Out text Appearing in Source html?

I installed the pagepeel on a site and it added a TON of crap to my source code; all of the lines commented out (and it appears they commented on each line they added
) are showing up in the source? Is this normal behavior? I either have not paid attention in past or something is wrong.
Nonetheless, going line by line now to remove the comments, but thought I would ask...perhaps some fancy php line I could put in the file to change this behavior.
[edit] Also notice some in the RT template showing up, so I assume this is normal:

Thanks, James. I posted that before coffee this morning when I was getting mentally preparef for the new template.
I just went in and removed the 20+ comments, save the copyright one....good to go.
