That adds the head information in Joomla! 1.5. You'll find that in the index.php files in the templates folders.
If you wanted to change that variable site-wide; you would edit the configuration.php file in the www root. Look for this:
var $sitename = 'Whateveryoursiteisnamed';
Is that what you mean or am I being obtuse?
