Can I link modules to unpublished menus?

I'm developing a new site for someone at
http://www.sackless.com
. I've got two route to the product information which is on static pages so it's broken down by product type (from the top menu) or industry sector (from the links in the rokslide on the front page). The menus on the rights list different product depending on which way you go in and I've done this my creating a menu for each sector but unpublishing the top item so it doesn't show on the menu at the top of the home page.
Problem is that I can't have a module show on a page that comes from one of these menus because they aren't show in the menu item list when I'm editing the module (because they're not published). I can publish, then add, then unpublish but if I then modify the module after i've unpublished the menu the link gets broken. (sorry, I hope this makes sense)
Basically, is there a way to show unpublished menus in the list on the module editing page so I can link them up to menus that aren't published or sub items of menus that aren't published.

Did you try publishing them, grab the urls from your browser and then unpublish them?
Seems like it should work.

That's what I'm doing and it works. If I publish the menu, link the module to it and then unpublish it, when I go the url the module is there. The problem is that if I then edit the module, the menu it's linked to isn't published which stops it appears in the list on the right so the link is then broken.
If I could get unpublished menus to show in the list when editing a module i think it would solve the problem.

I use unpublished menus for linking Articles from Modules.
I used to do what Mike suggested, which works fine.
I installed JCE (Joomla Content Editor) which has a much better linking feature than TinyMCE.
Through a series of drop downs, you'll be guided to the location for your Article without having to publish / unpublish the menu to grab the URLs.
