Submit Content not working

- I'm trying to add a submit content section to my site but when I click on the link I get a message 'You are not authorized to view this resource You need to login.' even when I login and set it to public. How do I fix this?

- Did you create a "Submit Content" menu item? (see attached pic)

Hello. I have exactly the same problem as the OP.
Im aware this is an old thread but i dont see a fix here, I have also searched the web for over an hour without luck.
Yes I have a user menu item called "Submit an Article" and the type is "Article Submission Layout".
And yes i did make the user author but it still gives the error "You are not authorized to view this resource"
Any help would be appreciated
