Live content update, is it already possible?

Hi All,
I did not know where to post this, so if i have posted this in an incorrect location could it please be moved. I am also not sure if what i am after has be answered before mainly because i do not know what to call this type of feature.
I am curious to know if it is possible to allow people to submit (email or form) links that can be then added to a (module or somthing) a page that can refresh without manual interaction.
The need comes from wanting to be able to have a lsit of links that a select group of users can add to without having to modify files, then those links become availiable to visitors.
is this possible with joomla?
