Multiple Site School District

Hey Guys,
I'm going in to talk with a technology person at my kids district tomorrow to do a possible pitch for multiple Joomla sites. If nothing else, at least I'll get this group of people thinking better.
Anyone out there had any experience with multiple sites and communicating with and through them?
What they have now is here:

I don't want to slam anyone (too much), but I truly believe the organization who contracted with them a couple years ago sold them a bill of goods. They won't even return my correspondence.
I'd be real interested of any input...
