I'm going to give it another shot on a different host, probably a VPS. I can't seem to find any workarounds or ways to manually get the download-id which does concern me, if a customer can't receive it there's nothing I can do short of manually posting another file for them somewhere, and that's what I'm trying to avoid again.
I've tried my site on three different hosts so far (all shared hosting) and I'm going to try a VPS hosting account now, I don't know if that will make a difference, but it's worth a shot.

1. From your admin panel, go to Global Configuration
2. Click the Server tab
3. Change Mail Setting to SMTP Server, and add your SMTP details from your host. Choose "Yes" for SMTP Authentication, and leave the SendMail path blank.
These are the settings that worked for me - hope this helps!
