Limiting Admin Menu Items for certain users

- We have a company site that we are just about finished with and our manager has asked that we limit the admin menu items for all backend users except top management. Basically turning off all module access and installer functions is what we are looking for... The only purpose or need for the user will be posting/adding content. No other menu items need to be availble. How could we go about do ing this?

In the backend of the site, if you are an admin, click on "User Manager".
Have whoever needs backend access to create an account.
Once they do that, in the User Manager area you can click on a user and you will be able to set what access they will be able to have.
According to your post above, I would set the users as Managers. They will not have access to modules, templates, installers.
They will only be able to manage all content (stories, posts).
